Duncan, age 68 will be held Friday (April 21) at 9 a.m. at the National Memorial Cemetery of Arizona in Phoenix. Carl passed away on April 16. Carl was born September 1, 1937 in Richmond, Calif., and came to Congress in 1998. He was preceded in death by his wife, Mary F. Duncan in 2005.
