Thomas Scott Dunn II, 70, of Congress, formerly of Maine and Baltimore, Md., died peacefully Tuesday, Nov. 21 in his sleep at this Congress residence.

Born Jan. 21, 1936 in Baltimore, he was the son of the late Police Chief Frederick Thomas and Elizabeth D. Taylor Dunn. Mrs. Dunn was a descendent of U.S. President Zachary Taylor's family.

Tom was a retired sergeant and investigator of the Baltimore City Police. He was army intelligence for NSA and served three years in Korea. He was a graduate of Baltimore City College.

In a Belfast, Maine library in 1983 while doing historical research, Tom Dunn and David Dodge re-discovered the original “missing thirteenth amendment - titles of nobility” to the U.S. Constitution. Perhaps America's greatest political scandal, the 13th Amendment was simply, quietly over time, removed from the U.S. Constitution due to disputes of Virginia's ratification during the 1812 war and White House fire that destroyed original White House documents.

Tom spent years investigating, speaking, and writing on the proof of ratification. The original 13th Amendment was published as part of the U.S. Constitution as late as 1910, and then simply disappeared. In parts, it is still present in Arizona's Constitution. Tom spent his last 11 years in Congress, Ariz., doing legal research - a patriot American to the last day.

Tom is survived by his 11-year significant other Cheryl Burgess and his children Thomas Scott Dunn III, Susan McGee, Mark Dunn, Christina Nickerson, Rachel Dunn, Fred Dunn, and Jennifer Kueppers; his 91-year-old mother; and sister Dr. Elizabeth F. Dunn; and nine grandchildren.

Tom's final resting place on Nov. 29 was Westminster, Md., beside his twin sister and father. There was no Arizona service.
