Victor James Loughnan, born Dec. 30, 1922, to Victor and Geraldine Loughnan of Wilkes Barre, Pa., passed away Sept. 2, 2009. He lived life with his family ever first. He bravely served as a Lt. Colonel in the Army Air Force for over 26 years. He had a great respect for the trusted and treasured crew aboard his B-17 aircraft, the Cat O' Nine Tails.

Ducking out of the rain one night and into an Italian restaurant, he met, in his words, "a fiery redhead," Rose, whom he fell in love with and married on Dec. 1, 1958. They enjoyed 45 years of love and life together.

After receiving a bachelor of arts degree from the University of Maryland, his affection for the arts and his strong leadership abilities led him to Washington D.C.'s division of Arts and Humanities, where he served as the Director of Administration for Humanities. Though an accomplished pilot, officer, student and businessman, he is best remembered for his one-of-a-kind laugh that was so easily given, his positive disposition, a love and respect for the arts and history, and, most of all, for his dedication and love for those he held dear, especially his family.

He is survived by his cherished daughter and granddaughter, Victoria and Brooke Baker; and stepdaughter Frances and her children and grandchildren. He was a wonderful father and friend and he will be missed by many.

A private ceremony will take place in his honor at Arlington National Cemetery.

In lieu of flowers, donations in his memory may be made to the Make-A-Wish Foundation of Arizona, Northern Arizona Regional Office, 105 E. Gurley St., Prescott, AZ 86301.
