| Elmer M. Whitmore, 80, of Mesa, a retired environmental engineer, died Dec. 24, 1999. He was born in Higbee, Missouri. Survivors include his wife, Wilma; daughters, Judy PRECISE and Debbie LEE; son, Chris; seven grandchildren and one great-grandchild. Services: Eternal Life Lutheran Church, 7000 E. Arbor Ave., Mesa.
