Theodore Edward (Ted) Bower, III, 48, of Indio, Calif., formerly of Tampa, died Sunday (Feb. 17, 1991) in Phoenix, Ariz. He was born in Topeka, Kan., and graduated from the University of Kansas with bachelor's and master's degrees in sociology.

After graduation he worked for the city of Tampa in the Model City Program and later in urban planning. He was an advance planner for the city of La Quinta, Calif., and past director of planning and zoning of Yavapai County, Ariz. He was former executive chairman of the Prescott (Arizona) Red Cross and was an original board member of the Prescott Downtown Association.

Survivors include his wife, Mona; a daughter, Jeanne Welnick, Phoenix; a son, Shawn Bower, Atlanta; his parents, Theodore E. Jr. and Lorinda Bower, Clearwater; and a brother, Tom, Marianna.
