William Toups
September 17, 1932 - June 22, 2016

Mr. “Bill” Toups passed away at the age of 83 on June 22, 2016 in Taylor, Arizona. Bill and his wife, Carmen Jimenez Toups of Mexicali, Baja California, Mexico married in 2001 and chose this community to spend their retirement years.

Mr. Toups was the son of the late John Malcolm and Myrtis Campbell Toups of Abbeville, Louisiana. He was born on September 17, 1932 in Abbeville, Louisiana and enjoyed a care-free childhood in Cajun country with his four sisters, extended family, and close friends.

After high school, he enlisted in the U.S. Air Force, married Doris Marie Duhon of Abbeville, LA and started a family. Mr. Toups served his country with distinction for 26 years, primarily in the Manpower Management Career field where he was recognized as a master practitioner. His assignments included Senior Enlisted Advisor to the Commander, Air Force Management Engineering Agency, providing program support for the Manpower Management Career Field Air Force Wide, with additional duty as Director of AFMEA Support Division; managing the Administrative Support, Personnel, Logistics, and Comptroller Branches; Instructor Supervisor of the USAF Manpower Management Technical School; Assistant Inspector General for Keesler Technical Training Center; Organizational Development Specialist for Headquarters, Strategic Air Command; and Manpower Management Technician.

Mr. Toups was awarded three Meritorious Service Medals and the Air Force Commendation Medal, retiring in 1977 as a Chief Master Sergeant.

Mr. Toups was then recruited by the U.S. Navy where he served 16 years in Civil Service in San Diego, California, holding several key leadership positions. In his last position as the Technical Director for CINCPACFLT, he managed three geographically separated Manpower Analysis Teams staffed with 93 senior management analysts and an annual budget of $5.2 million. Additional assignments were Field Manpower Coordinator, CINFPACFLT and NAVMMACPAC Quality Control Branch Chief. He was awarded the Civilian Meritorious Service Medal and retired from Civil Service in 1993 at the grade of GM-14.

While serving his country, he completed his educational goals, receiving his B.A. in Management from National University, 1979 (Cum Laude), attending Resource Management Courses at both the Navy Post Graduate School and the Community College of the Air Force, Certified Master Instructor, AFETC, USAF, Organizational Analysis Analyst, OMETA, Work Methods & Standards Analyst, OMETA, and taking master level courses.

Mr. Toups continued his passion for his chosen career field during another 20 years as an expert consultant for several companies. His last employment before retirement was with Interactive Technologies Group, Inc. (ITG). During his 16 years with ITG, he held various positions, contributing to their successful growth and the development of their methodology and tools for their core business line. He provided consultant support to various governmental agencies in the management and application of work process design and analysis; development of efficient organizational structures; and determination of manpower staffing equations. In various roles at ITG, whether as an individual contributor or in a leadership role, he contributed to the successful completion of 38 A-76 studies including Most Efficient Organization development and workforce planning studies.

His years of experience and knowledge of workforce planning principles and practices, particularly as they relate to government human capital management, provided ITG with a strong core in the discipline and enhanced their ability to offer their clients the highest quality services. Recognized for his manpower expertise and extensive knowledge base, he was selected to be a Senior Advisor for Human Capital Consulting on the ITG Board.

In addition to his dedication to his career and raising his family, Mr. Toups enjoyed sailing, playing golf, visiting his extended family, and travel. After all of his years in the service, he had friends all over the U.S.A. with whom he has maintained contact. He traveled extensively for work, as well as leisure, and always enjoyed the adventure of seeing new sights, learning new things, visiting museums, and meeting new people. Even at leisure, his life was about learning and growing.

He was preceded in death by his parents and sisters and brothers-in-laws Ruby and Don Loehndorf, Dorys and Gene Saur, and Myrtle and Presley Menard.

Left behind to cherish his memory are his wife, Carmen Jimenez Toups; the children of his first marriage, Deborah Ann (and Allen) Marine, Cynthia Theresa Lepore, Mary Jacqueline (and John) McEntire; William Carroll Toups, Jr., and John Malcolm (and Calyx) Toups, 13 grandchildren and 12 great-grandchildren; his step-children Brenda (and Armando) Lopez-Ramos, Vincent (and Tamera) Lopez, Daniel (and Jessica Brown) Lopez, and Steven (and Michelle) Lopez and 6 grandchildren; his sister, Mary Alice Toups; many nieces and nephews; and good friends too numerous to count.

He will be remembered for his many outstanding accomplishments in service to our country but even more so as an extraordinary husband, father, and friend – and a great storyteller with an endless arsenal of tales.

A Memorial Service will be held at 11:00 am, on Saturday, July 9, 2016 at the Love Lake Chapel of the Church of Jesus Christ of Latter-day Saints, 700 E. Love Lake Rd., Taylor, Arizona. A public visitation & video presentation will be held 30 minutes prior to the service. Military Honors will also be provided to the family.
