Frances E. Dougherty, 75, of Phoenix AZ, died Aug. 16, 2002. Born in Harrisburg, Ohio, on March 22, 1927, she moved to Arizona 51 years ago from Louisville, OH. She was a homemaker and a member of St. Joseph's Catholic Church. She was well known for her baked goods and candies. She is survived by her husband, Harold P.; daughters, JoLynn Billings and Debrah Dieter; sisters, Theresa Hannon, Carolyn Gibbons, Marcella Zabranski, Esther Sluss, Mary Ruflin, Pauline Haren, and Beatrice Warner; 4 grand children; and 2 great-grandchildren. Mass Tuesday, Aug. 20, 2002, at St. Joseph's Catholic Church, 11001 N. 40th St., Phoenix, AZ. Interment in St. Francis Cemetery, Phoenix, AZ. Arizona Republic August 20, 2002.
