Born in Phoenix, Peggy was educated in the Phoenix public school system, culminating in North Phoenix High School, where she was a member of the X-Club. She attended Mills College in Oakland for a year, then transferred to Northwestern University in Evanston, Illinois where she presided over the sorority Kappa Kappa Gamma and graduated in 1947 with a degree in business administration. Soon thereafter she married Ebbie Neese and gave birth to six children. Peggy and Ebbie began their married life in Beloit, Wisconsin, where Peggy had many civic and charitable involvements including political organizing for the Republican Party. The family moved to Berwyn, Pennsylvania in 1960, then to Pittsfield, Massachusetts in 1961, then to England in 1967, returning to the Beloit area in 1975. Since Ebbie's retirement in 1986, Peggy and Ebbie had been living in Phoenix, where Peggy contributed greatly to the Columbine Garden Club and its newsletter, which she published. Peggy appreciated fine arts, being an avid concert goer and frequenter of museums and art exhibitions wherever she traveled, which she did often and far, bringing her children and grandchildren along whenever possible. Peggy was loved by everyone she met she was cordial, giving, modest and simply elegant. She was a perfectionist in every way, from the way she carried herself and raised her children to the numberless ways she lent support to Ebbie in his every effort, to the way she kept her home and garden, and the way she tirelessly served the community. She will be sorely missed by all who knew her.
