STARKS, Kevin J.


Starks, Kevin J. Kevin J. Starks, of Phoenix was born May 28, 1949 in Sidney, Nebraska to Charles and Marie Starks. He died Wednesday, December 10, 2003, the result of a stroke. Kevin grew up in Keenesburg, Colorado and attended Colorado State University. He began his banking career at Central Bank of Denver in 1971. In 1973 he moved to Citizens State Bank of Keenesburg where he served as President from 1984 to 1987. During his banking career Kevin served as Director of Independent Bankers of Colorado 1980-1983, President of that Association 1985-1986, and Chairman 1986-1987. He also served on the Agriculture Conmiittee of the Independent Bankers Association of America. In 1989 Kevin received his B. A. in Business from University of Northern Colorado and successfully completed the CPA exam the first attempt. He began his second career with Kosmicki, Frick & Kad-lecek of Greeley, Colorado and then owned his own CPA practice in Ft. Lupton, Colorado until 1996. Governor Roy Romer appointed Kevin - Weld County Public Trustee in 1991, a position he held until 1994. Kevin worked at Phoenix Beauty Supply, Inc. beginning 1996. When the business sold in 1998 he was serving as CFO. Since that time he has enjoyed working tax seasons with Rynd, Carneal & Ewing of Phoenix, Arizona. While in Colorado he served on the Board of United Way of Weld County including a term as President of that Board. He also served on the Keenesburg Town Board, and the Keenesburg Chamber of Commerce, again as President. He gave many years of service to the SE Weld County Fair Board as Treasurer and President. Kevin was a life-long Democrat and enjoyed working on numerous political campaigns over the years. He worked on various committees and as Chair of the Weld County Democratic Party and had many life-long friends from this organization. Kevin is survived by his wife, Betsy Vial Starks, his children; Lauren Kearns (Leonard Vinokur) of Philadelphia, and Jason Kearns (Lindy) of Washington, D.C., his granddaughter Eleanore Kearns of Washington, D.C., his sisters, Joan Bumpus (John) of Golden, CO, Mae Starks of Aurora, CO, and Margo Hayes (Joe) of Custer, OK, and brothers, Jerry Starks (Ginger) of Keen-esburg, CO, Michael Starks (Paula) of Cheyenne, WY, Roy Starks (Cynthia) of Denver, CO, and Bob Starks (Claire) of Kerrville, TX, brothers and sister-in-law, Margot and Bill Dupuy of Gilbert, AZ, Steve and Susan Vial of Scottsdale, AZ, and Charles and Desda Vial of Pueblo, CO, and numerous aunts, uncles, cousins, nieces, nephews, grand nieces and grand nephews. A mem-orial service will be held on Saturday, December 20th at 3:00 P.M. in Phoenix. Please call the family for location and directions.
