Charles D. Shorr, 77, of Phoenix, a retired high school teacher, died March 25, 1999.  He was born in Brooklyn N.Y., and was a member of the Phi Delta Kappa.  He also was a member of the ASU Alumni Association.  Survivors include his wife, Renee; daughter, Linette; sons, Stephen and Kenneth; brother, Joseph; and three grandchildren.  Services: 1p.m. Friday.  Beth Israel Cemetery, 306 S. 35th Ave., Phoenix, Sinai Mortuary of Arizona
