James R. McDougall, one of the oldest and well known members of the State Bar of Arizona, died on March 22, 1999. He was 93 years of age.
Mr. McDougall was born in Morenci, Arizona on December 6, 1905. He graudated for the University of Arizona in 1928 with a degree of Juris Doctor. While attending the University of Arizona he was the manager of the University of Arizona Baseball Team in 1927, was a member of the Sigma Nu Fraternity and was admitted to the Bobcats Honorary.
Mr. McDougall was admitted to the State Bar of Arizona in 1928, and was later admitted to practice before the United States District Court of Arizona and the United States Supreme Court. During his career he served as an Assistant Attorney General of Arizona from 1931 to 1935 and in that capacity represented the State of Arizona before the Arizona Supreme Court on the appeal of the Winnie Ruth Judd murder case. He served as a city Commissioner in Phoenix for 4 months in 1936, was Deputy Commissioner and Legal Advisor for the Arizona State Department of Social Security and Welfare from 1937 to 1942, and was Commissioner of the same Agency from 1942 to 1945. From 1945 to 1966 Mr. McDougall was Legal Counsel for Phoenix Title and Trust Company (later Transamerica Title and Trust) and on retirement was a Vice President, Secretary, General Counsel and member of the Board of Directors. In 1972 Mr. McDougall was appointed by the Governor to be the Commissioner of the Industrial Commission of Arizona. He served one term and has been retired since that time.
James R. McDougall will be remembered for his many Civic activities including Past President of the Valley of the Sun Kiwanis Club of Phoenix, Board of Directors of the Jane Wayland Children's Home, twice Chairman of the Maricopa Chapter of the National Foundation of Infantile Paralysis, Executive Committee of the Phoenix Community Council, member of the Phoenix Athletic Commission, charter member of the Junior Chamber of Commerce, member of the Board of Directors of the Phoenix Community Chest for 6 years, Chairman of the board of Directors of the Phoenix Community Chest from 1945 to 1947, Past President of the West High School Dad's Club, member of the original Board of Directors of Carefree Development Corporation which created and developed Carefree Arizona, and member of the Advisory Council of the Boy Scouts of America.
Mr. McDougall is survived by his wife, Beulah McCreary of Gilbert Arizona whom he married 62 years ago on November 25, 1936; their two sons; Roderick G. McDougall, Phoenix City Attorney, his wife Marjane and their two children, Marcie and Patrick; and James E. McDougall, a Judge of the Superior Court, his wife Candyce and their two children, Stacy and Jim.
A private memorial service for the family was held at the Beatitudes Church Chapel on March 26, 1999.
