Carl S. Phelps of Congress died July 14 in Congress. He was 84.
Mr. Phelps was born July 22, 1912 in Los Angeles, Calif. He had lived in Arizona for the past five years, coming from Oklahoma.
Mr. Phelps, who married Particia McIllwain on Aug. 26, 1974, had worked on the construction of the Hoover Dam and the original Waddell Dam at Lake Pleasant.
He served in the U.S. Air Corps in World War II in European campaigns and was an avid classic car buff.
Survivors included his wife Patricia of Congress; sons John Phelps of California and Robert D. McIllwain III of California; daughters Lorilei Leavitt of Nevada, Nanette McIllwain of California and Joan Robinson of California; several grandchildren including Lorelei, Justin, Sean, Victoria, Marc, Lyndsay, Marci, Michael and Adam; several great-grandchildren; brothers and sisters-in-law Jane, George, Peggy, Barbara and Bruce; cousins Mr. and Mrs. C.M. Thomas of Arkansas; niece and her husband Jo and Roy Childress of Phoenix; and numerous other nieces and nephews.
Vistiation will be held from 2-4 p.m. Saturday, July 26 at Frey Funeral Home and Cremation Service in Wickenburg, which handled all the arrangements.
