TUCSON, Ariz. - Cecil Roena Cesar, 90, Tucson, Ariz., died Wednesday, May 31, 2000, in Tucson. She was born Nov. 15, 1909, in Oswego to John W. and Gail (Stevens) Windbigler. She attended schools in Oswego and Parsons and graduated from Parsons High School in 1928.
She married Clarence Leland (C. L.) Cesar on Feb. 20, 1930, in Parsons. He preceded her in death in 1986.
She was active in the Republican Party.
She sold insurance and helped her husband during his term as mayor of Winslow, Ariz. For 10 years she ran the Five Mountain Trading Post north of Winslow before retiring to Tucson during the winters and to Prescott, Ariz., during the summers.
Survivors include three children, Annette McCormick of Cedar Edge, Colo., Nancy Robinson of Chandler, Ariz., and John Cesar of Tucson, Ariz.; 10 grandchildren and 13 great-grandchildren.
She was preceded in death by one daughter, Jan Ellen Robinson, one brother, Earnest Windbigler, and one sister, Thelma Crawford.
Her body was cremated and the ashes will be distributed in the mountains of Arizona.
