Arizona Ruffner Wakelin Funeral Home, Prescott, Arizona Sally Love Frazier-O'Tier (February 11, 1937~January 17, 2012) Sally died Tuesday, January 17, 2012 at the Capri At The Pointe Rehab care home in Phoenix, Arizona. She was born February 11, 1937 in Juneau, Alaska. Sally was 74 years old. She is survived by her loving husband, Ralph E. O'Tier, of 21 years. A private cremation will take place at the Bradshaw Crematory in Prescott Valley.
