James "Jim" C. Shipman, 73, passed away peacefully at home on Oct. 21, 2013. Jim was born in Washington, D.C. Oct. 31, 1939 to Fred W. Shipman and Ruth Connelly Shipman.
He graduated from Bethesda-Chevy Chase High School, M.D. and earned his Bachelor of Arts from American University, Washington, D.C. In 1967 he earned his JD from The American University Washington College of Law. In his long career, Jim served as the executive director of the South Carolina Assn. of Counties; Assn. of Minnesota Counties, Florida Assn. of Counties and the County Supervisors Assn. of Arizona.
He represented the interest of all counties by working with the legislative and executive branches of government seeking legislation and policies that would effectively serve the counties. He was a member of the National Association of Counties, Washington, D.C.; a Board Member of the Sherwood Forest Estates Volunteer Fire Department, Williams and Habitat for Humanity, Williams, Ariz.
Jim enjoyed playing tennis, discussing politics/government and playing basketball with family. In 2008, McCaffrey's World.com named Jim "One of the 50 Best D.C. Area Boys Basketball Players Class of '57, along with Elgin Baylor. He loved spending summers at his home in Williams, Ariz., and winters in Surprise, Ariz., so he could play tennis year round.
Jim is survived by his wife, Pam (Patricia), four children; Jonathan (Hilary) Reno, Nev.; Stephen (Brandee) Reno, Nev.; Katie Gregory (Michael), Phoenix, Ariz.; and stepson Scott Loritz, Flagstaff, Ariz He is survived by nine grandchildren; Sean and Maddy Shipman; Spencer, Ana, Gavin and Miles Shipman, Reno, Nev. and Delaney, Griffin and Sydney Gregory, Phoenix, Ariz.; sister Ruth Mueller, Princeton, N.J. and brother Fred Shipman, Richardson, Texas.
