MCGANN, Robert Max


Arizona Silver Belt, Globe, Arizona, Wednesday, April 23, 2014 Robert Max McGann passed away peacefully on March 23, 2014. He was born in Lake Charles, La. on Oct. 18, 1932. Max attended school in Texas, and moved to Tucson, Ariz. in 1951. Shortly thereafter he moved to Yuma, Ariz., where he worked for the Southern Pacific Railroad for 14 years. He then moved to Globe, Ariz. and began working at the Globe Police Department in 1966. He served on the department for 24 years, with eight years as the Assistant Chief, and his final 10 years with the department as the Chief of Police. He retired from the Department in 1990. During his service with the Police Department, Chief McGann had many achievements. In 1972 he developed the first formal firearms training program for the Globe Police Department. With a federal grant, he designed and built the firearms training facility east of Globe, to be used by all area Law Enforcement agencies. He served as Department Firearms Instructor for eight years. Using a federal grant, he organized and equipped the first formal Criminal Investigation Unit and worked as the Criminal Investigator for four years. During this same time he also served as the Assistant Chief of Police. In 1980 he developed an “Officer’s Manual” containing an organizational structure, job descriptions, rules of conduct, and an “Officer’s Bill of Rights.” This manual was reviewed and approved by the City Attorney and the City Council, and put into effect as a Globe City document. He brought the DARE program to the Globe School System and obtained body armor for the officers. He computerized the Globe Police Department records and obtained laptops for officers to use in the field. He sat on the Formation Board for the Police Academy at Eastern Arizona College and instructed several classes in the academy, including Fingerprinting and Firearms. Robert McGann is survived by his sister, Patty Rand; and three children, Rob (Kay) McGann, Lisa (Dugger) Hughes, and Dianna (Dino) McCarthy. Also surviving are grandchildren, Erin McGann, Paige Hughes, Brett Hughes, Julie McCarthy, Ryan McCarthy, and Steven McCarthy. He had a large influence in all our lives, and will be greatly missed.
