STARTZELL, Frank Reed


The Daily Courier, Prescott, Arizona, Tuesday, August 26, 2014 Frank Reed Startzell of Prescott, Ariz., passed away at home on Aug. 21, 2014, after a three and a half year battle with cancer. He was born July 22, 1939, in Williamsport, Pa. Frank served honorably with the Phoenix Police Department from 1965 to 1987 and then retired to accept an appointment to the Arizona Board of Pardons and Paroles. He also served as a board member for the Foster Care Review Board and the Boys and Girls Club in Phoenix, and as a Court Appointed Special Advocate. More recently, he was a Justice of the Peace, Pro Tem for Yavapai County working in the Juvenile Justice Court. Frank is survived by his wife Carolyn; daughters Kelsey (NAU), and Melody (ASU); stepdaughter Amy Hilburn (David) and their son Lucas of Glendale, Ariz.; sisters Emily Meier and Dorothy Grafinger both of Longmont, Colo.; and numerous nieces and nephews. A celebration of life will take place at 2 p.m., Saturday, Aug. 30, 2014, at the Hassayampa Inn, 1927 Room, 122 E. Gurley St., Prescott, Ariz.
