James was born on February 23, 1937, in Paragould, Arkansas, to Andrew Melvin Bishop and Mary Marie Todd.

Graveside services will be held on Tuesday, January 26, 2016 at the Safford Cemetery at 11 a.m. Inurnment will immediately follow.
